Size it to the laptop, precisely
As with sleeves, stated screen sizes do not describe physical dimensions, and modern thin-bezel laptops are noticeably smaller than older machines of the same nominal size. Check the internal compartment dimensions against the machines your recipients actually carry.
A compartment that is slightly too small makes the bag useless. Slightly too large is fine, particularly if the compartment has a retaining strap.
