Weight and material
The appeal is entirely tactile. A heavy optical crystal or glass piece feels expensive in the hand; a light acrylic one does not, however good the artwork.
Acrylic has one real advantage: it can encapsulate an object, a component, a coin, a small product sample, which turns the paperweight into a story about the company that gave it.
Decoration
Laser engraving frosts the surface, subsurface 3D engraving places an image inside the crystal without touching it, and full color printing reproduces a logo in its real colors.
Subsurface engraving is the most striking option in this category and is what makes a paperweight worth keeping rather than storing.
