How they work, and the honest limit
Cooling towels are soaked, wrung out, and snapped, and they cool through evaporation. That means they work very well in dry heat and noticeably less well in humidity, where evaporation is slower.
If your audience is in a humid climate, say what the towel does rather than promising a dramatic effect. It will still help; it will not feel like ice.
They also need re-wetting periodically, which is worth mentioning, since a recipient who thinks it has stopped working has simply let it dry.
